Historic tourism was greatly impacted by the COVID epidemic. Attendance at Chester County sites dropped in 2020 but had recovered by 2023. Weddings at Springton Manor Farm boosted attendance in 2023. County sites have recovered faster compared to Valley Forge Historic Park, one of the region's major outdoor historic tourism destinations.

For this metric, all 73 municipalities were surveyed to determine if they have implemented three specific protection measures: establishing a historic commission/committee or Historic Architecture Review Board (HARB), adopting a historic resource ordinance, and compiling a historic resources atlas map. During 2022, three potential protection measures for each of the county's 73 municipality's (219 potential measures) were inventoried, and 158 were found to have been implemented. This represents an increase of 16, relative to the base year.

The three sites with the most attendance, experienced a drop in attendance during the COVID pandemic, with numbers rising during the ensuing years.
