Wrapping Up — 2022 Act 247 Reviews

Chester County Planning Commission recently wrapped up the Act 247 Reviews for 2022 which includes a comprehensive report on all Subdivision, Land Development, and Conditional Use Review Activity and Ordinance and Comprehensive Plan Review Activity in Chester County.

When it comes to proposed residential lots in Chester County, CCPC's Act 247 review team saw a significant decrease in the number of residential lots/units from recent years. The total number of residential lots/units for 2022 was 789, while previous years had nearly double or triple the amount. The majority of proposals were for single-family homes, with townhouses and apartments not too far behind.

Proposed non-residential square footage also showed a significant decrease from 2021, yet these numbers were similar numbers to years prior. The county saw the most in industrial square footage, followed by institutional, commercial retail/other, hotels/resorts, office, and then agricultural — for a total of 2,381,495 square feet.

The percentage of proposed development activity in the county's growth areas saw a decrease in proposed residential lots/units in 2022, however an increase of non-residential square footage.

Some notable projects from 2022 included the Willows at Valley Run in Caln Township, Eagleview Town Center II (Phase II) in Uwchlan Township, the Woodlands at Greystone — Phase 4 in West Goshen Township, and the Historic Inn's Zoning Ordinance Amendment in West Goshen Township.

Overall, the most frequently reviewed ordinance topics included natural resource protection standards (5), age-restricted housing (4), historic preservation (4), alternative/renewable energy (3), and wireless communications facilities (3).
